Homeowners may perform their own plumbing and electrical work on a home they reside in provided they obtain a permit and have the work inspected.

1. How far in advance can I book a tournament?

Whenever, no limit on how far our a tournament can be booked, but a tournament must be scheduled a minimum of two week in advance.

2. How many people are required to hold a tournament?

A minimum of 16 golfers.

3. Are food or concessions available?

Hotdogs, brats, hamburgers, fries, candy bars, Coca-Cola, and beer are available in the clubhouse.

4. Is there space to hold a post-tournament social?

The clubhouse can be rented for $15/hour, fee is waived if there are 40 or more golfers.

5. Are driving carts available?

No, but pull carts are available to rent for $2.50 each.

6. Are rental clubs available?

Yes, right- and left-handed clubs are available for $5 each, plus an I.D.

7. Can we do a golf and food package?

Yes, this can be arranged through the clubhouse manager.

8. Can we have on course contests?

Yes, the clubhouse manager will help you with this (longest putt, closest to the pin, etc...).

9. Is there a fee for having a tournament?

No, just green fees or food and golf package fees.

Code Compliance

1. Where in my yard can I park my boat?

Boats on trailers may be stored in a side or rear yard area and need not be on a hard surface. Boats on trailers, which are under 20' in length, may also be parked/stored on front yard driveways.

2. Do notices of city code violations include a fine?

Notices are simply a reminder that something needs to be corrected on a property. These are not tickets or citations and do not include fines. A fine and/or court citation do become possibilities on properties if corrections are not completed after multiple requests have been made.

3. Can I store a cord of firewood for the winter in my driveway?

Roseville City Code allows the outside storage of firewood. It must be placed in a side or rear yard, neatly stacked 6" off the ground and limited to 6' in height.

4. My neighbor has an old car in his back yard that doesn't run and is an eyesore. Is this allowed?

All vehicles must be licensed, in operable condition and be parked on an improved driveway surface. Cars or trucks stored on the grass would be in violation of City Code. Vehicles in any condition would be allowed if parked inside a garage out of public view.

5. Can I store materials or equipment for my home-based business in my back yard?

Home occupations are regulated by Roseville's Zoning Ordinance. The storage of business equipment, materials or vehicles (of over 2000 lb. rating) is not allowed on residential property. Please see Section 1004.01 G of Roseville's Zoning Ordinance which regulates Home Occupations.

6. Can I store odds and ends out behind my garage if I cover them with a tarp so they can't be seen?

Roseville's City Code does not allow the outside storage of household items, construction materials, car parts or unusable equipment, etc., even if it is covered by a tarp. Some residents have placed items behind a garage or shed out of their own view but in view of neighbors. This often generates complaints to the city.

7. Can I expand my driveway using rock or gravel instead of asphalt?

Driveway areas used for the parking of vehicles are required by city code to be asphalt, concrete or pavers. This eliminates silt erosion into storm sewers and dust. A permit is required to replace or expand a driveway.

8. Can I store a trailer in my driveway?

Class A and B trailers may be stored in driveways for up to 3 days and then must be removed. These types of trailers may, however, be stored in side and rear yards with no time limitations.

1. How do I file to run for City Council?

Roseville has one Mayor and two City Council seats up for election this fall. Filing begins May 18 until June 1. If interested in running, file at the Administration Department at Roseville City Hall, 2660 Civic Center Drive.

To file, a person completes an affidavit and pays a $5 filing fee. Call 651-792-7026 if you have questions.

Qualifications to run for a City Council seat include:
Must be an eligible voter of the City;
21 years of age; and
Resident of the City for at least thirty days before general election.

It may look like we just like to take out our aggressions, but there is a reason. Broken windows and roof venting allow smoke and heat to escape, causing less damage and allowing firefighters to better to their job.

5. Is firefighting a male -only profession?

No. Most fire departments, including ours, have a mix of male and female firefighters.

Geothermal

1. What is included in the arena renovation?

The project will include the replacement of the refrigeration floor piping, all mechanical room components (compressors, pumps, etc.), cooling tower, dasher boards and glass, arena roof top heating units and other skating center roof top heating and cooling units more than 10 years old. The new ice surface will have a concrete base instead of the current sand base.

2. Why are we doing this project now?

The refrigeration system and dasher board system are 25 years old or more and are in need of replacement. The banquet facility roof top units will also be replaced in order to take advantage of the efficiencies available by connecting it to the geothermal refrigeration system. The late summer time frame was selected as the time frame with the best options of securing ice at alternate locations for our user groups.

3. How will this impact ice quality?

The number one priority with this project was to maintain the high standard of ice quality that Roseville Arena users have enjoyed for decades. The project was designed from the beginning to be able to achieve this standard. Harty Mechanical and KFI Engineering have assured us that we will continue to be able to provide this high quality ice while reducing utility consumption.

4. What is a geothermal system?

Geothermal systems are an alternative way to heat and cool buildings efficiently. Instead of burning fossil fuels, which can be costly and harmful to the environment, geothermal systems use the natural energy of the earth to keep you warm in the winter and cool in the summer. While temperatures above ground change a lot from day to day and season to season, temperatures in the upper 10 feet of the Earth's surface hold nearly constant between 50 and 60 degrees Fahrenheit. For most areas, this means that soil temperatures are usually warmer than the air in winter and cooler than the air in summer. Geothermal heat pumps use the Earth's constant temperatures to heat and cool buildings. They transfer heat from the ground (or water) into buildings in winter and reverse the process in the summer.

According to the U.S. Environmental Protection Agency (EPA), geothermal heat pumps are the most energy-efficient, environmentally clean, and cost-effective systems for temperature control. Although, most homes still use traditional furnaces and air conditioners, geothermal heat pumps are becoming more popular. In recent years, the U.S. Department of Energy along with the EPA have partnered with industry to promote the use of geothermal heat pumps.

5. What is the advantage of the geothermal system?

A geothermal system is three to four times more efficient than the most efficient conventional system. Because geothermal systems do not burn fossil fuels to make heat, they provide three to four units of energy for every one unit used to power the system. Direct use and heating applications have almost no negative impact on the environment.

Even when it's very cold outside, heat needs to be extracted from the surface of the ice to maintain the skating surface. This heat can be captured and used to heat the building, provide snow melt on the outside sidewalks or heat a building next door. If it can't be used, the heat is stored in the earth loop around the building, ready to be used when needed. Instead of spending money to get rid of the heat you take out of the ice and then using more energy to heat the building, the geothermal system recycles the heat inside the building. It leaves more of the budget to promote the rink and skating programs and it's a lot better for the environment. Integrated Systems can get up to 7 units of energy for each unit of electricity purchased.

The Roseville Arena geothermal system is the first phase of what may become a campus wide heating and cooling system. The waste heat from the Arena and eventually the OVAL refrigeration systems could provide enough energy to heat City Hall and the maintenance garage.

6. What is the estimated annual savings?

Harty Mechanical has guaranteed a minimum annual utility savings of $23,400 per year. As utility prices increase in the future, cost annual savings will increase as well.

7. What is the budget for the project?

The budget for the entire project is $ 2,177,400.

8. Are you making other improvements too?

Yes. Because a great deal of demolition is necessary for this project, Skating Center staff will be doing a few other much needed improvements. The player benches will each be extended 6 feet to easily accommodate the teams using the facility. The north parking lot lighting will also be updated. We will be removing the old stadium style lighting and replace it with more efficient lighting to reduce light pollution in surrounding neighborhoods.

1. Does Roseville have a snow emergency ban on parking?

Roseville enforces an on-street parking ban as soon as two inches of snow has fallen in a 48-hour period. Snowfall does not have to be complete for the ban to take effect. The ban remains in effect until both sides of the street have been plowed. All vehicles violating the ordinance will be ticketed and may be towed. The fine is $25 plus towing and impounding costs which runs $100 or more. The City recommends that residents, visitors and guests play it safe; even if a small accumulation of snow is predicted, don’t park on the street.

Nature Center

2. What is FORHANC?

FORHANC stands for Friends of Roseville’s Harriet Alexander Nature Center. It is an independent, nonpolitical, nonprofit organization created to support the mission of the Nature Center. A Board of Directors oversees FORHANC operations and fundraising efforts. Membership dues and donations are used to purchase materials, pay for speakers or fund other expenses for Nature Center programs, classes and events. Membership helps ensure the continuation of this fine tradition of support for one of Roseville’s finest treasures.

3. What happens to the bees during the winter?

The bees in the outdoor hives huddle together around their queen and vibrate to keep warm. They eat the honey stored in their honeycomb to get energy to survive. Unfortunately, the bees in our indoor Observation Hive are not so lucky. They don’t store enough honey in such a tiny space, so they eventually die as winter temperatures decrease. A new group of bees is put in the Observation Hive each spring.

4. How did the stuffed animals get here? Did you kill them?

Most of the taxidermy is donated to us, sometimes by hunters and sometimes by people who saw the animal get hit by a car or fly into a window. We use their bodies to teach people how to love and respect nature.

3. What do I do with my old fluorescent bulbs and tubes?

4. Do I need to clean my cans and jars and remove the labels?

We want containers to be clean, but not spotless. A quick rinse is okay. It's okay to leave labels on.

5. Doesn't recycling use more energy than manufacturing from virgin materials?

Hands down recycling saves money. Manufacturers use less energy to make products from recycled materials. After transportation costs are included, recycling a ton of paper saves $117 in electricity per year.

Rental Registration

1. Will the City do an inspection of my rental property?

An interior inspection is not required. The City will do a walk-by inspection as part of its Neighborhood Enhancement Program.

2. How many renters can I have?

A maximum of 1 family or 4 unrelated adults or 3 boarders can occupy a single-family rental unit.

3. How often do I have to register my property?

Registration occurs on an annual basis. The registration period begins July 1 and continues through June 30 of the following year.

4. What happens if I add renters or boarders after I register?

You must notify the City of any change in occupancy within 30 days of the change. See question #2 for occupancy limits.

5. What happens if I sell my property?

Registrations are non-transferable. New owners must apply for a new registration within 30 days of the sale.

Skating Center

1. Can I rent skates for public skating?

Yes, we have a limited number of skates in each size available for rent during all public skating sessions.

2. Does the OVAL close due to inclement weather?

Yes, the OVAL does close due to excessive snowfall or extreme cold.

If snow is falling at a rate greater than can be cleared by the Zamboni, the OVAL must be closed to maintain a quality, safe sheet of ice.

As a general guideline, OVAL activities are cancelled when windchills are consistently below -25 degrees according to Weather.com. However, user groups have the option to skate even if windchills fall below this threshold with management approval.

3. Is the OVAL the same as the Skating Center?

Yes, the OVAL is one part of the Roseville Skating Center. The Skating Center also includes an indoor arena and a first-class banquet facility.

4. Do you have group rates?

Yes, we offer discounted rates to groups of 20 or more people. Please call (651) 792-7124 to book your group outing.

5. Do you offer skating lessons?

Yes, the Skating School teaches ISI skating techniques for skaters age 3-18.

6. Can we host a birthday skating party at the Skating Center?

Yes, you can rent a banquet room during a public skating session for your birthday celebration.

7. How many people can the banquet facility accommodate?

We can accommodate up to 280 people for a dinner reception. Our rooms can be set up in a number of different ways to fit your needs.

8. What is the distance around the Guidant John Rose MN OVAL?

One lap around the track equals 400 meters, 4 laps around makes 1 mile!

9. What types of events does the Roseville Skating Center host?

Due to its uniqueness the Guidant John Rose MN OVAL is able to host many different kinds of events and activities. Some include: World Cup Speedskating, World Bandy Championships, National Bandy Championships, Aggressive Skating Association qualifying competitions and the Minnesota Wild jersey unveiling ceremony. The Banquet facilities are often host to wedding ceremonies, meetings, church groups, and many other social activities.

10. Does anybody famous ever use the Roseville Skating Center?

Yes, the Oval and Arena have been lucky enough to have the likes of former Olympians such as Dan Jansen, Bonnie Blair, Paul Wylie, Neal Broten, Amy Peterson, Annie Driscoll, former Governor Jesse Ventura, and Governor Tim Pawlenty. Just to name a few!

11. How do you keep the ice from melting in the fall and spring when the temperatures can be so warm?

The Guidant John Rose MN OVAL has a state of the art cooling system that includes 800+ tons of refrigeration and 84 miles of underground piping to cool the 110,000 square feet of ice.

12. Do you have a lot of "stuff" in your skate park?

We have the largest aggressive skate park in the Midwest, and it continues to grow annually.
