Rental Registration (1-4 Units)

On March 17, 2008, the City of Roseville adopted a rental registration ordinance requiring property owners who rent property with 1 to 4 units to have their units registered with the City on an annual basis. This program provides a way to identify and quantify rental units within the city to help ensure that rental property is properly maintained.  In 2015, the ordinance was reviewed to see if it was being implemented as intended and having the desired effect.  The review concluded that the program is effective overall.  In 2008, the first year the program was implemented, 358 properties registered; in 2016, 849 properties have registered.  The following changes were adopted in 2016, 2017, and 2018:
  • Property owners must post their registration certificate in the rental unit.
  • A late fee will apply to renewals that are more than 30 days past due.
  • Property owners who rent to relatives no longer need to notarize the affidavit of exemption.
  • All registrations will expire 365 days from date of issuance.

Required to Register


Any property owner that rents their property as living quarters is required to register, including property occupied by the owner with rooms rented to unrelated boarders. The following types of rented units must be registered:
  • Condominiums (Individually owned)
  • Duplexes
  • Fourplexes
  • Single-family dwellings
  • Townhomes (Individually owned)
  • Triplexes
  • Twinhomes

Not Required to Register 


The following types of units are exempt from registration:
  • Group homes licensed by the State of Minnesota (owner must provide current license number)
  • Hospital units
  • Hotels / motels with daily rental units nursing home units
  • On-campus college housing
  • Rental properties in which all renters are related to the property owner (owner must file an affidavit (PDF) with the City stating that each renter is a relative)
  • Rental properties with more than 4 units
